Warrnambool City Council is seeking quotations from contractors to undertake a Footpath Condition Assessment.
Council last undertook a comprehensive condition assessment of all council Footpaths in 2018.
This project successfully identified the condition of each 20 meter section of footpath in order to inform Valuations Asset Management Plans and Capital works programs.
Council provided the contractor with the Footpath GIS information including attributes as polygons in MapInfo format, the contractor provided Council with:
- Footpath centerlines linked to imagery representing the forward and reverse camera view at 3 meter intervals.
- A layer of points representing each 20 meter section of footpath attributed with the condition score and inspection information.
- Free imagery viewing software that allows viewing of imagery directly from MapInfo or other GIs packages.
4 years on from the last audit Councils data is now considered historical and a new condition audit is required.
The footpath condition audit is proposed to be completed in line with the previous audit to allow for a clear and simple comparison of the degradation of the network over time.
All Council footpaths and shared pathways are to be audited. This is estimated to be 356km.
Any identified footpaths which are not on the centreline layer are to be captured and condition audited.
Not in scope
- Private footpaths are not to be audited.
- Timber pathways are not to be audited – these were assessed recently through a bridge condition audit.
- Pathways within facilities that are not readily accessible to public are not to be audited.
Council is also willing to receive proposals for other innovations that would add value to the project.
