The Opportunity
The North East Catchment Management Authority (North East CMA) requests tenders from suitably qualified and experienced consultants to deliver the 2026 North East CMA Flood Studies Program (the program). The program comprises three detailed flood studies, each including community and stakeholder engagement and preparation for the anticipated planning scheme amendment process.
These studies will produce contemporary flood intelligence and mapping to support community resilience, land use planning, emergency management, and other components of the Total Flood Warning System. Key tasks include data interpretation, hazard and risk assessment, flood warning information, awareness, and education, where required—conceptual consideration of potential mitigation options.
This Request for Tender (RfT) covers three study areas:
- 2026 Ovens River Tributaries
- 2026 Ovens River – Rocky Point to Markwood
- 2026 King River – Lake William Hovell to Oxley
The contract will be based on the Victorian Government’s Construction Related Consultant Services Contract model, adapted for flood investigation and planning services.
The North East CMA seeks tenderers who are:
- Capable of complying with all conditions of participation outlined in the RfT.
- Able to comply with the terms and conditions of the Contract.
- Able to supply the services described in the Specifications.
- Experienced in water and flood-related engineering, investigation, modelling, hazard assessment, and mitigation analysis.
- Demonstrably experienced in managing complex regional projects.
- Proficient in liaison, communication, and presentation, including effective engagement with communities and stakeholders.
- Familiar with the roles of Victorian CMAs, the Victorian Floodplain Management Strategy, and relevant Regional Floodplain Management Strategies.
- Able and experienced, where necessary, to engage and manage specialist subconsultants (e.g., community engagement, surveying or planning scheme amendment services).

Notes: Registered Tenderers will receive an MSTeams invitation to an online briefing
Attendance at the briefing is a pre-requisite to submission and consideration of a bid.
