Tender Description

Warrnambool City Council (Council) is seeking quotations for a Carbon Reduction Framework that outlines how the whole municipality (Council and community) can reduce greenhouse gas (GHG) emissions as far as practicable. The planning process will include extensive research, stakeholder consultation (including industry and business, environmental groups and community) and cover Scope 1, 2 and 3 emissions. The plan will be a staged process and outline how different reduction targets of GHG emissions can be reached, what infrastructure, tools and training is needed to achieve these targets and provide case studies on how it is being achieved at similar sized cities in Australia. The plan will come together with community support and active engagement.

The aim of the project is to produce a framework that outlines how Council and the community will reduce GHG emissions as far as practicable.

This will be a staged approach with the following steps to occur:

  •  Undertake an extensive analysis of the municipality’s GHG emissions profile (report on Councils and the communities separately),
  •  Align Framework with Council, Regional, State and National plans, strategies and guidelines outlining carbon reduction targets.
  •  Research current best practice for reducing GHG emissions, opportunities for Warrnambool (Council and the community) to invest in technologies and outline stakeholders (current and future) that can assist in reaching targets,
  •  Undertake stakeholder consultation workshops including industry and business, environment groups and community,
  •  Draft Carbon Reduction Plans for six focus groups (Council, Business, Homes, New Developments, Transport and Waste), and
  •  Plans will include an action plan outlining implementation and review schedules.
  •  Plans will consider different emissions scenarios as outlined by the Intergovernmental Panel on Climate Change (IPCC).
