Hume City Council (“Council”) invites Expressions of Interest (“EOI”) from suitably qualified and experienced Head Contractors or Construction Managers to undertake the refurbishment, redevelopment, alterations and additions to the Broadmeadows Town Hall.
Since its construction in the 1960’s, the Broadmeadows Town Hall has played a central role in the civic and social life of the Broadmeadows community. The proposed redevelopment seeks to expand on this legacy through adaptive re-use; transforming the landmark building to meet the contemporary needs of residents and businesses in Broadmeadows, Hume and Melbourne’s North. Within the existing building fabric of the Broadmeadows Town Hall, the project will create a new model for the integration of community, business and event spaces. Together, these spaces will enable the expansion of community programs and services, and support diversification in the local economy and job creation.
Though the building has fallen out of use in recent years, the redevelopment will ensure that its place in the social and economic life of Broadmeadows will be cemented for decades to come.
The project is a crucial early catalyst in the long-term regeneration of the Broadmeadows town centre, outlined in Hume Central: The Vision. The Town Hall is therefore instrumental in continuing the revitalisation of Broadmeadows’ urban realm through the animation of its surrounding public spaces.
The redevelopment will retain the most significant features of the existing building and frame them with sensitive and contemporary interventions. Specifically, the East facing triple volume foyer will be retained as the primary entrance to the main hall on the first level, upholding the legibility of this civic experience of the original building. The key community and events space is a new multi-purpose hall sized to accommodate at least 900 people located within the original volume of the main hall on the first floor.
This will refine and optimise the key programmatic and spatial relationships to inform the design and development process and advise on the preparation of a viable operations and management plan. Details of experience, skills and qualifications of the construction contractor and their staff proposed to be used pursuant to this requirement shall be documented within your submission.
