Overview
The Australian Digital Health Agency is seeking a supplier to deliver a Digital Health Tracking, Evaluation and Insights Program, a research program to monitor and evaluate awareness, adoption, use and experience of digital health services across Australian consumers, carers and healthcare providers.
Objectives
The objectives of the research program are to:
- Monitor awareness, adoption and use of Agency products and capabilities
- Measure consumer, carer and healthcare provider experiences with digital health
- Support benefits realisation and meaningful use measurement
- Provide statistically robust trend data over time
- Generate evidence that can support program evaluation, service improvement and policy development
- Monitor experiences across priority populations and provider groups
Scope
The supplier will be expected to:
Research design
- Review the existing polling methodology
- Recommend an optimal future-state methodology
- Recommend survey frequency and cadence
- Recommend sample sizes required to meet specified levels of confidence and precision
- Recommend approaches to minimise respondent burden while maintaining data quality
Consumer and carer survey
Design and deliver surveys of Australian consumers and carers, including:
- Awareness and use of digital health services
- User experience and satisfaction
- Barriers and enablers to adoption
- Perceived benefits and outcomes
- Trust, privacy and data-sharing attitudes
- Access and equity considerations
The Agency anticipates requiring a substantially larger consumer/carer sample than historic approaches where justified by methodological considerations. Current surveys have ranged from approximately 500 to 1,200 respondents.
Healthcare provider survey
Design and deliver surveys of Australian healthcare providers, including:
- General practitioners
- Medical specialists
- Nurses
- Pharmacists
- Allied health professionals
- Aged care providers
- Hospital-based clinicians
- Other relevant healthcare professions
The Agency is particularly interested in approaches that improve representativeness of healthcare provider samples and reduce reliance on weighting.
Analysis and reporting
Provide:
- Weighted datasets
- Methodology reports
- Detailed cross-tabulations
- Trend reporting
- Executive summaries
- Presentation-ready outputs
- Strategic recommendations
Innovation requirement
Suppliers are encouraged to propose alternative methodologies to the Agency's current approach. This may include:
- Revised survey cadence
- Longitudinal or panel designs
- Mixed-mode data collection
- Adaptive sampling approaches
- Integration of behavioural, administrative or digital data sources
- Alternative approaches for reaching healthcare professionals and priority populations
The Agency is interested in methodologies that improve statistical validity, representativeness, efficiency and value for money.
Contractor Requirements
- Demonstrate innovative approaches to research design and data collection that enhance data quality, representativeness, participant engagement, trend measurement and operational efficiency, which may include the use of alternative survey methodologies, longitudinal panels, mixed-mode research approaches, passive data collection techniques and integration with complementary data sources
- Demonstrate proven expertise in the healthcare sector, including experience in digital health, health services research, health system evaluation, healthcare provider research and public health monitoring, with a strong understanding of the Australian healthcare environment and key stakeholder groups
- Demonstrate capability to effectively recruit, analyse and report on priority populations, including Aboriginal and Torres Strait Islander peoples, culturally and linguistically diverse communities, people with disability, older Australians, and regional, rural and remote populations
- Provide advanced analytics and reporting capabilities, including interactive dashboards, segmentation analysis, longitudinal reporting, modelling, benchmarking and other value-added insights that support decision-making, program evaluation and continuous improvement activities

- What consumer sample size would you recommend and what level of precision would this achieve?
- What healthcare provider sample size would you recommend and what level of precision would this achieve?
- What survey cadence would you recommend (quarterly, six-monthly, annual, continuous tracking etc.)?
- How would you improve representativeness compared with the current approach?
- How would you reduce respondent burden?
- What provider recruitment capabilities and panels do you maintain?
- What experience do you have conducting large-scale national health tracking studies?
- How would you measure and manage data quality?
- What innovations would you propose to improve the study over time?
