⁠⁠⁠Overview

Mount Alexander Shire Council is inviting tenders for footpath renewal works in Barker Street, Castlemaine (north bound, between Lyttleton Street and Templeton Street).

About

Mount Alexander Shire Council is focused on improving accessibility and encouraging walking throughout the shire through the continued maintenance and renewal of its footpath network.

As this is a renewal project, external design was deemed not necessary. Sketches and mark-ups developed in-house by Council's officers will be available.

In keeping with Mount Alexander Shire Council material and style guides, the path will be finished in standard black asphalt. Kerb, kerb ramps, pedestrian crossings and driveways will be in standard concrete and constructed as per the current IDM standard drawings or as detailed on the plans, with an exposed aggregate finish provided to the concrete where instructed. Tactile Ground Surface Indicators (TGSIs) are to be supplied and installed. Existing street furniture, including bicycle holding racks/loops, rubbish bins, street chairs, corrugated planter boxes with plants and signage, is to be reinstated as per manufacturers' installation guides after completion of the works, unless stated otherwise.

Scope

The works under contract are to be undertaken in accordance with the requirements of the brief, the drawings and the general conditions of contract AS4000:2025. The contract scope of works includes, but is not limited to:

  • Community consultation, including preparation and distribution of construction notification letters (a copy to be supplied to the Superintendent for review prior to distribution)
  • Photographing existing assets for dilapidation/damage protection purposes (buildings, street furniture, verandahs, fences, trees, service assets, paving etc), with a copy provided to the Superintendent prior to construction work commencing
  • Liaison with business and property owners to provide continual access to their properties during construction, which may include before and after hours trade deliveries
  • Removal and disposal of existing concrete footpath as required for full depth reconstruction of asphalt footpath to IDM Standard (the contractor shall satisfy themselves regarding the depth and type of concrete surface)
  • Removal and disposal of existing asphalt footpath as required for full depth reconstruction of asphalt footpath to IDM Standard
  • Construction of asphalt footpath as detailed in provided sketches and specification to IDM Standard, Ref: SD 206
  • Removal and disposal of existing TGSIs, if not in suitable condition for reuse (to be confirmed with the Superintendent prior to disposal)
  • Installation of integrated TGSIs to AS/NZS 1428.4.1:2009, using white AccessTile+ Tactile Systems and adhering to the manufacturer's installation procedure supplied as part of this tender
  • Grinding of existing concrete lips/bullnose edges from pram laybacks to ensure DDA compliance
  • Construction of exposed finished concrete kerb (B2) as detailed in provided sketches and specification to IDM Standard, Ref: SD 100
  • Construction of concrete pedestrian kerb ramps (pram crossings) as per current DDA standards and the IDM standard drawing, unless detailed otherwise in the design and specification
  • Removal and disposal of any redundant road/footpath furniture as specified and shown on drawings or identified on site, in consultation with the project manager
  • Removal and safe storage of any road/footpath furniture as specified and shown on drawings or identified on site, in consultation with the project manager
  • Reinstatement of furniture on the footpath as per manufacturers' installation guides, including but not limited to rubbish bins, bicycle racks, signage, water fountain, chairs and bollards as instructed; where no manufacturer's guide exists, items are to be installed on a minimum 150mm thick 25MPa concrete pad or footing with SL72 reinforcement mesh
  • Provision and installation of appropriate safety measures for adjacent properties and businesses during the construction period
  • Proving the locations of services prior to commencement of construction
  • Relocation of services to allow for the footpath construction as detailed in the design and specification
  • Protection of existing services to meet the requirements set by the relevant service authority
  • Modification of existing service pits to match the new footpath construction
  • Replacement of existing service pit covers with new and current standard pit covers, as instructed
  • Tying in footpath reconstruction with all pre-existing footpaths and crossings, resolving discrepancies in the provided details in consultation with the project manager
  • Shaping the footpath to accommodate drainage runoff from existing building downpipes (if required), directing drainage to an appropriate outfall point off the footpath with no ponding of water on the footpath
  • Installation of kerb connectors and extension and connection of downpipes (properties to be advised by the Superintendent)
  • Management of pedestrian and vehicular traffic in and around the site, including access to residential properties and businesses
  • Preparation of Traffic Management Plans by a VicRoads pre-qualified consultant and approval by Council, including supply of the Method of Application (MOA)
  • Implementation of approved Traffic Management Plans
  • Reinstatement of disturbed areas, including the road pavement
  • Site management, supervision, site establishment, decommissioning of site and site clean-up
  • Any other work not mentioned above but necessary to complete the works specified
