OpenText Test Tools Software Support and Maintenance

⁠⁠⁠Queensland Health (QH) seeks to procure OpenText Test Tools software support and maintenance; as well as the provision of purchasing new licenses on an ad hoc basis, from an authorised reseller of OpenText software, in the category of Application Delivery Management (encompassing the sub-categories of Functional Testing; Performance Testing; and Lifecycle and Performance Management software) during the proposed term.

The Customer has issued this Invitation to Offer with the objectives:

• to achieve value for money by selecting a reseller of OpenText software support and maintenance through an open, competitive process that evaluates both price and non-price criteria and purposeful public procurement outcomes;
•  to achieve engagement with a high-quality service model from an authorised Australian reseller, with the ability to resell OpenText software licenses support and maintenance, and the ability to sell new licenses and support on an ad hoc basis, to efficiently manage escalations and ensure adherence to OpenText service level agreements;
• to engage with a reliable reseller who can assist eHealth Queensland to liaise effectively and efficiently with OpenText from time to time by escalating and resolving support tickets, where OpenText's response times are prolonged and exceed their stipulated service levels, as well as assisting with any warranty claims. These services are not expected to incur additional charges and should be included within the overall fee for reselling OpenText support and maintenance; and
• to contract for a fixed term of three (3) years, with two (2) optional 12-month extensions as ICT testing remains an ongoing requirement to ensure the quality of Queensland Health’s enterprise application systems.
