Tender Description

Background

The Family, Domestic and Sexual Violence (FDSV) Pilot Project is funded by the Commonwealth Government to strengthen the primary health care response to family, domestic, and sexual violence. It builds on the work of initial PHN sites by expanding pilots nationally and enhancing support for victim-survivors of sexual violence and child sexual abuse.

Adelaide Primary Health Network (Adelaide PHN) is commissioning a key service as part of a pioneering pilot program aimed at addressing the significant public health impacts of family, domestic and sexual violence (FDSV) and child sexual abuse (CSA).

As a central component of the pilot, Adelaide PHN is seeking proposals from qualified and experienced organisations to deliver the Local Link service in the Northern metropolitan region (City of Playford and City of Salisbury and surrounds).

The Local Link provider will be responsible for three core functions:

1. Primary Care Support - Building capacity in up to 10 general practice and primary health care providers to implement trauma-responsive care.

2. Patient Support - Delivering holistic case management and system navigation for patients engaged through participating general practices and primary health care providers.

3. System and Local Integration - Strengthening collaboration across the local service system to improve coordination and responsiveness.

4. This service is underpinned by a Recognise, Respond, and Refer (RRR) model designed to enhance the capability of primary health care to support individuals impacted by FDSV and CSA.

Eligibility and Application

Proposals are invited from private not-for-profit and private for-profit organisations with a substantial local presence and demonstrated experience in delivering FDSV-related services. Submissions from individual entities or joint arrangements, such as consortia, partnerships, or joint ventures, are encouraged. The successful applicant(s) will be expected to commence delivery of the services by approximately early September 2025.

Local Snapshot

The Adelaide PHN is one of 31 Primary Health Networks (PHNs) across Australia established and funded by the Federal Government covering the Adelaide metropolitan area. Our mandate is to work towards streamlining health services, particularly for those at risk of poor health outcomes and to better coordinate care so people receive the right care, in the right place, at the right time.

The Australian Government's objectives for PHNs are that they will:

  •  increase the efficiency and effectiveness of health services for patients, particularly those at risk of poor health outcomes; and
  • improve coordination of care to ensure patients receive the right care in the right place at the right time.

The Adelaide PHN region covers 1,553 square kilometres and stretches from Sellicks Hill in the south to Angle Vale in the north, and from the beaches in the west to the foothills in the east. In 2023, an estimated 1.32 million people resided in the region, which is 71% of the population of South Australia, and 5% of the total Australian population (26.65 million people).

Adelaide PHN aims to improve health outcomes for the community by commissioning services to address local needs. It is guided by community, clinical and stakeholder input.

It is guided by our Advisory Councils and stakeholder groups, primary health care providers, and clinicians from acute and specialist health services about health and service needs in the region.
