Tender Description
The Principal invites the Tenderer to submit a Tender for the redevelopment of the DEECA office and depot facility located at 1-5 Mollison Street, Broadford.
DEECA currently operates a Level 2 Incident Control Centre (ICC) which is located at 1-5 Mollison Road, Broadford Vic 3658 and delivers state forest management and fire management operations on public land. This includes (but not limited to) first attack and emergency management response, fuel management strategies including (planned burning and strategic fuel breaks), managing and maintaining lands, forest and roads, including recreational and activities site in the Hume region.
The existing Broadford site has been newly constructed with office and depot function in 2015.
DEECA also occupies an office and depot for approximately 15 staff based in Hume & Hovell Streets in Seymour Vic 3660.
In 2022 a facility condition assessment report of the site at Seymour was prepared and outlined that the facility was in good to average condition, functional and displaying superficial defects, signs of minor to moderate deterioration, but does not require major maintenance. The site would require almost $1.5M in refurbishment costs in the 10 years to 2032.
As part of DEECA’s Strategic Accommodation Master Plan and strategy, a review of the criticality of the 82 sites that DEECA occupies in Regional Victoria was conducted. Core planning principles were applied to assess each site, and all sites were categorised based on operational criticality and operational effectiveness.
The Seymour office and depot was categorised as a site with:
• Annual operating and maintenance costs exceeding $200,000
• An opportunity for savings if the site was combined with another DEECA location
• No emergency operational function or fire response provision from this location
The DEECA Seymour Office and Depot is proposed to be decommissioned, and all operating staff and depot functions are to be amalgamated within the existing DEECA Broadford site in Mollison Street.
The project objective is to:
• Improve operational efficiency and service delivery by collocating the office and depot functions to the Broadford site
• Provide a site that can accommodate all plant and equipment and vehicles that need to be stored
• Provide a safe and compliant facility in which to work
• Reduce ongoing maintenance costs by relinquishing the office and depot at Seymour

A site visit is a pre-requisite to submission and consideration of a bid.
