Council is seeking expressions of interest (“EOI Submissions”) from suitably experienced and resourced organisations (Respondents) for the provision of cleaning services.

Council provides cleaning services to the following sites:

• Buildings and Facilities identified in Appendix 1 (Building Cleaning Services); and

• Public Toilets and BBQ and Shelter facilities identified in Appendix 2 (Public Conveniences and BBQs Cleaning Services), (together, Cleaning Services).

The exact scope and service delivery standards for the relevant Cleaning Services will be included in a detailed services specification document that will be issued as part of any RFT process.

The EOI is the first of a two-stage process to obtain a suitable contractor to undertake the proposed Cleaning Services under a formal agreement(s) with Council. Respondents lodging an EOI will be evaluated strictly on the criteria stated below. To assist Respondents, Council has provided high level details of the facilities requiring cleaning in Schedules 1 and 2 of this EOI. Respondents should note that this information is currently being updated by Council and this updated information will be included in the data issued as part of any RFT process.

Respondents that are successful in this EOI process will be short-listed and proceed to the second stage of the process by being invited to participate in a request for tender (RFT) process. The purpose of the RFT stage is for Council to select a successful service provider with whom Council will enter a contract for the relevant Cleaning Services.

The RFT stage will provide Respondents with sufficiently comprehensive information to enable them to fully understand the cleaning service requirements, to develop a robust, comprehensive binding bid and to contractually commit to delivering any of the relevant Cleaning Services. A detailed specification of the relevant Cleaning Services will be provided in the RFT documents.

It is Council’s current intention that any contract for any cleaning service will be for an initial period of three (3) years with Council having the sole two options to extend the contract by two further terms of 1 year each up to an additional (2) years.
