Notification of Tender Release – Provision of Cleaning Services for V/Line Facilities and Rolling Stock Across the Regional Network
Dear Tenderers,
V/Line Corporation (the Principal) operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services, including the Victorian regional railway network.
Brief description:
V/Line has released an open market Request for Tender (RFT) to seek suitably qualified and experienced supplier(s) to deliver cleaning services across the V/Line network, in line with the Victorian Government Purchasing Board (VGPB) requirements.

General nature of the Services to be procured:
The RFT is inviting responses from suppliers capable of providing one or both of the following service streams:
- V/Line facilities - Cleaning and presentation services for V/Line managed facilities, including but not limited to stations, depots, crew facility rooms, office areas, waiting rooms, toilets, and other operational spaces.
- Rolling stock cleaning services - Internal and external cleaning of V/Line rolling stock, including regular, periodic, and ad‑hoc cleaning activities to support passenger amenity, asset presentation, and operational requirements, across one or more geographical regions (metro area, eastern region, north east region, northern region, western region, south west region). V/Line reserves the right to award the scope of work to a single supplier or to multiple suppliers. The decision will be based on V/Line’s evaluation of bids against the evaluation criteria, value for money considerations, and operational requirements stated in the RFT documentation.

As part of V/Line’s implementation of Zycus, V/Line have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure online platform that enables suppliers to engage with V/Line digitally. Tender documentation will be available to view via the ZSN portal. Tender responses will also need to be submitted via ZSN.

Optional Industry Briefing
V/Line will host an online supplier briefing for this tender. The session will outline the opportunity, scope, the procurement process (including lodgement requirements), evaluation approach, and next steps. Attendance is optional and does not form part of the evaluation. The briefing will be delivered via Microsoft Teams; registration is essential to receive the join link. Procurement questions must be submitted via the Zycus eForum. Slides will be shared with registrants after the event via Zycus.
