• NEMA requires a commercial-off-the-shelf, proven, user-friendly grant software solution capable of supporting more than one thousand applications per annum. NEMA is seeking a solution which provides an application and assessment portal, with technical support and training to support adoption and use by administrators, applicants, and panelists.
• The new software solution must be ready for use by 16 December 2024. The Supplier must have resources available from 17 November 2024 (subject to procurement outcomes) to deliver training and technical assistance to ensure delivery timframes are met.
• The grant software solution should be user friendly; accessible; deliver technical support for applicants; be accessible to Australian, state and territory governments and business systems; and support intermittent upload of applications (save, return and edit). It would be beneficial if the application enabled auditable communication with applicants, particularly where clarification is required of submitted applications during the assessment phase.
• Demonstrated history of the grant software capability being utilised for the administration of government grants of like scale and scope is viewed favourably.
• NEMA requires costs for access to the software, rates and indicative hours (informed by administration of past grants of similar scale and scope) for administration and technical support.
