Expression of Interest - Clarence to Wallerawang Pipeline

⁠⁠⁠Lithgow City Council is currently advertising an Expression of Interest for an appropriately experienced and qualified contractor to complete the Design and Construction of the Clarence to Wallerawang Pipeline project

The scope of work under the proposed Design and Construct (D&C) Contract includes and is not limited to:

• From the Feasibility Study, the D&C contractor will be responsible for the detailed for-construction design, to be submitted to the Principal (Council) for review and to develop the construction documentation.

• Initial clarifications may be sought by interested tenderers from Council through a Request for Information (RFI) process.

• The D&C contractor will manage the design and construction of the pipeline.

• Potential underbore works near the existing Oakey Park Water Treatment Plant where the existing ground terrain is likely too steep for normal trench construction, ie. between approx. Ch6,000 to Ch6,500.

• Working near, around, and through existing major and minor infrastructure and services, including gas and water mains, telecommunications services, and the like railway lines, tunnels, and national highways.

• Undertake additional geotechnical investigations along the pipeline alignment to inform the design development.

• Construction of a pump station, balance tank, pressure reducing stations and ancilliary pipeline thrust prevention structures, valves and other elements of the pipeline.

• It is proposed that the pipeline will transport 25 ML daily, to a maximum of 30 ML daily and have a minimum pressure rating of PN35, which allows for maximum pressures including for emergency conditions and surge pressures.

• The project can be staged as follows:

• Stage 1A: The construction of a proposed 600mm diameter pipleine from Clarence Collery to Oaky Park Water Treatment Plant, greenfields environs

• Stage 1B: Construction of a proposed 500mm diameter pipeline from Oakey Park, through Lithgow City business, residential and brownfields environs, then into greenfields environs out to near the Greenspot development site.

• The pipe diameters will be reviewed and confirmed in the D&C Contractor’s design.
