Tender Description
Mid-Western Regional Council (Council) owns and operates a 5MW solar photovoltaic power plant (the Facility) co-located with the Mudgee Waste Facility at 33 Blain Road, Caerleon NSW. The Facility will commence operation in July 2026 to generate electricity that is exported to the grid under a power purchase / pass-through arrangement with Diamond Energy Pty Ltd.
This procurement seeks a suitably qualified and experienced provider to deliver all operations and maintenance (O&M) services for the Facility for the term of the contract.
Council's overriding objective is to appoint a provider who will operate and maintain the Facility in accordance with Good Solar Industry Practice, with a strong focus on asset stewardship, operational reliability, compliance, and long-term asset performance. Providers should also consider that this is a ‘community owned’ mid-scale facility. Providers are required to maintain the Facility in a manner that balances operational reliability, lifecycle optimisation, compliance obligations, and cost-effective maintenance practices. The successful provider will be expected to proactively manage and optimise the operational performance of the Facility and communicate clearly and promptly.
