Tender Description

Swan Hill Rural City Council is seeking the services of a qualified design professional or professionals, to develop concepts for the Swan Hill Art Gallery redevelopment and the Swan Hill Tourism and Cultural Hub at the Pioneer Settlement.

With the intention of upgrading the overall existing tourism experience and helping to ensure the tourism sector continues to thrive, Council is investing in a new purpose-built entry for the Pioneer Settlement which will also house the regional Visitor Information Centre and an Aboriginal Tourism development space. It is expected this building will be in the vicinity of 500 – 600m2.

The building will be designed in accordance with Heritage Victoria requirements to ensure that the development is complementary of the Pioneer Settlement and its rich history. It is expected the designer will either specialise in Heritage Architecture, or engage the services of a Heritage advisor to support the design and consultation process.

The existing rose garden within the Pioneer Settlement is the proposed site for the building. The entire Pioneer Settlement has been registered with Heritage Victoria and is subject to Heritage Victoria permit and exemption conditions

The new Art Gallery extension is set to be developed on the gallery’s existing site and will enhance the capacity for major exhibitions and visitor attractions and create new engagement and public spaces for the regional community.

Tenderers are invited to submit responses for either one or both of the building design tenders.

NOTE: Council reserves the right to select one or more Tenderers for one or both buildings.

Responses will be evaluated using the following criteria:

Price

The Tender will be evaluated based on best value. Best value is determined by the overall score received from the evaluation criteria below in comparison to the price.

Compliance with Specifications (30%)

The Tenderer needs to response and address all, part or some of the requirements outlined in the specification document

Track Record (30%)

The Tenderer needs to demonstrate if they have completed work for Local, State or Federal Government before?

The Tenderer needs to provide evidence of similar projects they have completed previously.

The Tenderer needs to provide the details of the references from the previous projects.

Availability of Skills/Resources (30%)

The Tenderer needs to provide satisfactory evidences to prove they have appropriate skills and resources to accomplish the project satisfactorily.

The Tenderer needs to demonstrate their ability to meet the timeframes to deliver the project on time?

Social Economic Benefit (5%)

Demonstrate the social and economic benefit to Swan Hill Municipality provide supporting documentation of contributions made to the community in the form of donation or free services etc.

Environmental Benefit (5%)

Demonstrate commitment to environmental sustainability
