The Department of Environment, Land, Water and Planning (DELWP) is inviting tender submissions from a suitably qualified organisation with relevant experience to provide the Department with Cleaning Services for its regional Victorian properties. Jones Lang LaSalle (JLL) acts as the Principal’s Representative and is the contracted Facilities Manager for the Department.

DELWP will be moved into the Department of Energy, Environment and Climate Action (DEECA) from 1 January 2023.

The prospective engagement will be for a contracted term of 3 years with an option for 1 year.

Tenderer’s must tender for the provision of services to either one, multiple or all complete regions as a minimum. Tenders submitted for specific sites comprising less than a complete region will be considered non-conforming and will not be assessed.

This engagement is for the provision for routine, periodical and ad-hoc cleaning servicing of the Department Portfolio which includes metro Melbourne and regional sites. The contractor at all-times must use appropriately trained staff that have the necessary skills, resources, and experience to perform the services safely and successfully.

The services shall be conducted in accordance with best industry practices and comply with appropriate Australian Standards to enable the Department’s assets to be kept in a good and hygienic condition.

The successful tenderer will provide all Cleaning Services in relation to the commercial Department property portfolio which is predominately located in regional Victoria. The scope should be considered to be “all-inclusive”, and should incorporate all costs associated with the services including but not necessarily limited to the following:

Cleaning of offices and depots, toilet and shower areas;

Cleaning of food preparation areas, kitchens, staff rooms and common rooms;

Cleaning of floors, walls and other surfaces;

Cleaning of all furniture, equipment, fittings and fixtures, including workstations;

Training and Administration reporting requirements; and

Management activities to provide reporting on the requested service.
