Provision of Building Cleaning Services

⁠⁠⁠Overview

Glen Eira City Council is inviting tenders for the provision of building cleaning services at various Council buildings.

Scope

Council's buildings are principal assets that function as working and meeting places for Council and the community, and a high standard of cleaning service is required across all sites. The scope includes:

• Maintaining the internal areas of each site in a clean state and tidy appearance at all times
• Reporting areas of wear within each site, with particular attention to carpet areas under desks and areas subject to heavy traffic and frequent public access
• Carrying out cleaning on a floor to floor basis in multi-level buildings, unlocking only the areas being cleaned, and locking each floor and turning off lights once cleaning is completed
• Ensuring an adequate supply of requisites is available for ready use, disposing of used containers, cartons and other packaging in approved waste receptacles, and replacing urinal mats monthly
• Storing equipment and materials neatly in the areas provided, maintaining cleaning cupboards, rooms and areas in a safe, clean and hygienic condition, and displaying Material Safety Data Sheets in all areas used for storage of cleaning chemicals
• Reporting faulty or blown light globes, fluorescent tubes and any other faults to Council
• Accommodating cleaning times to suit building areas used for meetings, functions and events
• Keeping perimeter doors to buildings locked at all times and never propped open
• Maintaining the area-specific cleaning specifications and prescribed frequencies at all times
• Using vacuum cleaners fitted with a HEPA filter to minimise the recirculation of dust during vacuuming
• Ensuring all sites, including Children's Centres and Maternal and Child Health Centres, are cleaned daily as per the specification requirements
• Supplying and managing consumables and sanitary services across sites

Contractor Requirements

• Only persons who are employees of the Contractor and hold a Council issued photographic identification are permitted on site
• An independent industry specialist may carry out audits of the cleaning standard on a monthly basis, with all rectification works required to be completed within 48 hours
• Monthly reporting of stock levels of consumables and sanitary supplies, together with copy invoices, is to be provided to Council
• A periodical schedule for all cyclical services is to be provided to Council at the commencement of the contract and annually thereafter
