The purpose of this Expression of Interest (EOI) is to create a shortlist of a suitably qualified and experienced civil construction contractors for the construction of streetscape works, public open space, carpark, conversion of existing carpark to public space, public toilet block, structures over shared use path and in the reserve and associated works at Watsonia shopping strip.

Contractors must be able to demonstrate experience in similar projects and nominate successful completion of similar sized streetscape and building projects.

This document should be read in conjunction with the Banyule Procurement Policy and Conflict of Interest Policy.

The project is located on Morwell Avenue, Watsonia Road, Ibbottson Street, Grace Street, Watsonia. Watsonia is a thriving hub with a mix of residential properties and businesses with a train station and library at the end of Morwell Avenue and an RSL on the northern side of the works. Transmission pressure gas main and transmission power lines run through the site.

Existing conditions of Watsonia Town Square includes:

Mix pavement finish of asphalt and concrete paving
Kerb and channel
Mix of seating

Existing conditions of Watsonia Road Reserve includes:

Toilet amenities
Seating
Garden beds
Carpark

The proposed works are to improve the everyday functionality of the space, create more pedestrian character, as well as establishing an urban aesthetics and identity of a vibrant activity Centre.

The purpose of this project is to improve accessibility across the activity centre and maximise the amount of space available to public realm.

This project will:

Retain two-way traffic
Provide new retaining walls
Convert Carpark adjacent Library to public open space
Provide new share use path and arbour covering sections of SUP
Upgrade layout of Morwell Avenue
Upgrade intersections of Morwell Avenue, Watsonia Road, Ibbottson Street, Grace Street, High Street
Truncate Ibbottson Street
Install traffic signals
Install public lighting
Construct public toilet block in reserve
Construct performance stage and play equipment in reserve.
