Rail and Infrastructure Construction Works (Construction Works Panel)

⁠⁠⁠Project Overview

V/Line is seeking to establish a Construction Works Panel (CWP) comprising experienced, capable and pre-qualified contractors to deliver construction, maintenance and capital improvement works across Victoria’s heavy rail network.

The Panel will support the delivery of a broad range of rail and civil infrastructure projects for both the Projects Division and the Assets & Maintenance (A&M) Division, including works associated with railway structures, earthworks, drainage, fencing, asphalting, traffic management and related rail infrastructure activities. Opportunities may arise across metropolitan Melbourne and regional Victoria, requiring contractors with the capability to mobilise resources and deliver works safely, efficiently and in accordance with V/Line’s operational and governance requirements.

The CWP is intended to provide V/Line with a diverse and flexible contractor base that can deliver high-quality construction outcomes while fostering collaboration, innovation and continuous improvement. Successful Tenderers will be appointed to a closed panel arrangement for an initial term of three years, with two options to extend by a further two years each.

Appointment to the Panel does not guarantee the allocation of work or any minimum expenditure. Individual work packages will be sourced through panel engagement processes and Rules of Engagement, with contractors expected to demonstrate scalable workforce capability, access to appropriate plant and equipment, strong technical expertise, and proven experience delivering rail and civil construction works

• Category 2 – Track and Rail Works
• Category 3 – Level Crossings
• Category 4 – Bridges and Culverts
• Category 5 – Structural, Concrete, Masonry and Remedial Works
• Category 6 – Timber, Steel and Metal Works
• Category 6A – Timber Works
• Category 6B – Steel and Metal Works
• Category 7 – Signalling Works
• Category 8 – General Building, Facilities and Building Services Works

Optional Supplier Briefing for Tender

V/Line will host an online supplier briefing for the Construction Works Panel Request for Tender. The session will outline the opportunity, scope and work categories, the procurement process (including lodgement requirements), evaluation approach, and next steps. Attendance is optional and does not form part of the evaluation. The briefing will be delivered via Microsoft Teams; registration is essential to receive the join link. Procurement questions must be submitted via the Zycus eForum. Slides will be shared with registrants after the event via Zycus.
