Tender Description
GRDC is seeking to engage a NRMI Project Lead (PL) and team to undertake national project leadership, to coordinate reporting to GRDC and to support up to twelve (12) Action Research Groups (ARGs) nationally. In addition, the PL is expected to:
(i) form an analytics team for biological, economic and risk-reward analysis,
(ii) form a behavioural science team to advise learning and practise change behaviours as well as investment impact, and
(iii) implement a national Theme on ‘Nitrogen Management Strategies’ that compares rewards and risks for approaches to managing Nitrogen supply for cereal, canola or other crops.
The PL and team will undertake the following responsibilities:
- National project coordination and milestone reporting at a whole-of-NRMI level, including coordination with ARG milestone reports. Milestones will include, but not limited to: (i) an annual operating and communication plan, (ii) a mid-year presentation from all parties involved in the NRMI and (iii) an annual report that culminates in a final report after 5 years.
- Consultation with ARGs and NRMI Advisory Committee to co-develop Theme implementation plans on a national basis.
- Mobilise the Analytics Team (AT), comprised of statistical, biological, economic and modelling expertise, in supporting ARGs in their action research activities.
- Mobilise the Behavioural Science Team (BST), comprised of social science expertise in human behaviour and adoption studies, to assist in understanding how growers manage risk and to track progress, consequences and impact of action learning within the NRMI.
- Establish a monitoring and evaluation program to provide an impact assessment of the NRMI.
- In conjunction with the ARGs, develop and use common metrics and protocols to be utilised nationally.
- Collate data, outputs, key learnings etc. from ARGs to be reviewed and analysed and interpreted by the analytic and behavioural science teams.
The NRMI Advisory Committee will make a recommendation of themes to be studied to the NRMI Steering Committee prior to commencing negotiations with the preferred tenderers. The recommended themes will be based upon the themes that were nominated by the preferred ARG tenderers.
The procurement of the NRMI Project Lead and Team is dependent on the procurement of the NRMI Action Research Groups. Following evaluation, if the minimum requirement for ARGs is not met and no contracts are likely to be awarded, then the procurement for the Project Lead and Team will not proceed to contract.
