Tender Description

⁠⁠⁠The Department of Primary Industries and Regional Development (DPIRD) requires a suitably qualified consultant to prepare an evidence based business case assessing options for investment in workers’ accommodation at Garrjang Village, Kununurra.

The business case will inform government investment decision making and support DPIRD’s submission to the Expenditure Review Committee (ERC) for a funding decision as part of the State Budget Mid Year Review. The ERC submission must provide a detailed consideration of the costs and benefits of the proposed rebuild of Garrjang Village.

Specification:

The business case must address, at a minimum, the following requirements:

1) Demand Assessment

• Assess short-, medium- and long-term temporary worker accommodation requirements in Kununurra to support government employees required for the TSE2028 event

• Undertake desktop analysis of existing accommodation supply availability, any constraints and planned developments.

• The awarded consultant will also be required to provide feedback and analysis on potential future demand for worker accommodation.

2) Stakeholder Engagement and Analysis

• Consultation with regional stakeholders with worker accommodation requirements, including State government agencies, Local government authorities, utilities and relevant Aboriginal corporations or Commonwealth agencies, is required.

• Consultation with private and public proponents of major upcoming infrastructure, energy, mining and construction projects, is also required.

3) Options Development

• Develop temporary self-sufficient and temporary fixed (i.e. services/utilities-connected) accommodation options for Garrjang Village, clearly articulating scope, scale, delivery model(s), and assumptions.

• Options should consider flexibility, scalability, and alignment with regional workforce needs and government priorities.

4) Financial Analysis

• Prepare fully costed capital and operating cost estimates for each option, including whole‑of-life costs.

5) Economic and Regional Benefits

• Provide an assessment of economic and regional benefits, including impacts on workforce availability, service delivery, and local economic activity. 

• Both direct and longer-term benefits should be included, such as the benefit to the community of rebuilding or divesting the site once developed. 

6) Risk, Governance and Implementation Planning

• Identify key risks (strategic, financial, delivery, operational and market‑related) and proposed mitigation strategies.

• Outline governance arrangements, delivery responsibilities, and a high‑level implementation timeline for each option.

7) Inputs and Dependencies

• The Respondent will be required to utilise and incorporate findings from a technical site assessment of Garrjang Village to be undertaken separately by the Department of Housing and Works. This technical site assessment will determine the cost and feasibility of remediating the site’s core services and utilities, with findings expected to inform the assessment of fixed (i.e. services/utilities-dependent) accommodation options.

8) Deliverables and Timeframe

• A three-week notice period will apply from the date quotes are requested to the award and finalisation of the agreement. 

• The Successful Contractor will be required to commence work within three weeks after contract award. 

• The business case must be completed to a standard suitable for Government decision‑making and budget submission, with final delivery by 1 September 2026.
