Tender Description
Council is developing a new at-grade car park to support the proposed boat ramp at Wisemans Ferry. The development is being funded by arrangement between Council, Hills Shire Council, and the State Government and due for completion by late December 2021.
A Greenfield land site has been selected and works have commenced. The existing boat ramp will be removed, and the new facility will incorporate a 3-lane boat ramp and a 192-bay reticulated at-grade car park. It is envisaged demand for the boat ramp and car park services will be strong.
The site is situated on the south-eastern side of Old Northern Road, approximately 370 metres north-east of River Road, Wisemans Ferry. Wisemans Ferry has for many years been a premier destination for water skiers.
Council is now inviting Tenders from parking equipment suppliers/integrators, for the provision of a paid parking technology platform which incorporates Licence Plate Recognition cameras, payment options, security and wayfinding technology and will require minimal human intervention to manage and enforce compliance of the car park.
The car park is subject to periodical flooding. Hence the parking management system is designed to minimise possible damage to the equipment and electrical systems from rising flood waters, soil erosion and floating debris.
Council has minimised the system's carbon footprint by using solar power with backup batteries and the 4G/5G data network for communications. Additionally, the parking management system will be ticketless, only issue electronic receipts and not require ongoing consumables. Enhanced wayfinding will also reduce vehicle emissions.
Warranty of the complete system will be for a period of 3 years followed by a comprehensive maintenance contract for a further 4 years. At Council's sole discretion, the contract may be extended for a further period of 12 to 24 months.
