Tender Description

⁠⁠⁠This RFP relates to the procurement of a customised online industry engagement portal managed by the Industry Development (ID) sub-branch in the Infrastructure Projects and Engineering (IPE) division.

Project goals

The procurement goal and purpose is to continue the provision of, and further develop, the Transport Infrastructure Industry Portal (TIIP) to host infrastructure industry engagement and project development activities for Transport for NSW. This includes providing industry with a transparent project pipeline, and secure data rooms for market engagement.

This procurement relates to the delivery of the TIIP which facilitates early market interactions for projects prior to procurement, it also hosts IPE’s Project Culture and Health tool providing project staff and partners a 360° reporting mechanism throughout the delivery phase.

The original TIIP was established in 2020 and has become an integral engagement and planning tool for infrastructure industry stakeholders. It currently provides pipeline information for forward planning and accommodates engagement with industry by Transport colleagues during the project lifecycle.

The most recent enhancement has been the addition of the Project Culture and Health tool which has been custom built for IPE as an effective and cost-efficient solution for a 360° reporting tool.

Going forward we’d also like to achieve a future state of the TIIP that supports a broadened remit to facilitate other key interactions throughout the entire project lifecycle and dynamic two-way engagement.

Scope

In addition to the ongoing provision of accessibility and hosting of the TIIP, the changing forward pipeline of Transport Infrastructure projects means the TIIP needs to reflect and align to these shifts. There is a move away from mega projects to more localized and focused bodies of work. IPE anticipates this will change the composition and increase the volume of industry partners engaging directly in procurement processes. This will also result in earlier market interactions and at a greater volume.

The future state of the TIIP must achieve the following:

1. Project-led architecture

2. Enhanced and broader Data Room capability

3. Organisation and User profile based viewing and experience

4. Enhanced reporting

5. Maintaining security and mitigating existing and emerging risks

6. Incremental visual & UX improvements

Some of the key deliverables include: discovery and design; service onboarding and project management; project-led architecture; integration and APIs; data migration; pipeline improvements; enhanced Data Room capability; testing; branding and guidelines alignment; provide more powerful features to the end user; enhanced reporting; navigational layout changes; documentation and training; and provision and maintenance of the TIIP.
