The new Building Community Engagement in PNG program (BCEP) aims to strengthen citizen-state engagement for improved service delivery and provision of public goods. In doing so, it will help achieve Pillar 1 of the PNG-Australia Comprehensive Strategic and Economic Partnership (CSEP), Strong Democracies for a Stable Future. The BCEP is a $25m per year, four-year (+four) program (up to $200m total), that comprises five interrelated components:
1. Coalitions for Change
2. Media Partnerships
3. Social Accountability Partnerships
4. Church Partnerships
5. Government of PNG Partnerships
These components include both new and existing initiatives, which will be implemented through a unifying Theory of Change that will drive the adoption of innovative approaches to encourage collaboration between implementing partners and synergy between interventions across the portfolio.
The BCEP will build on Australia’s long history of support to civil society in PNG and our countries’ strong people-to-people links. It will take a realistic, politically informed, adaptable, and long-term approach. In recognition of the particular challenges faced by women in PNG, promotion of gender equality will be a major focus.
