Tender Description

⁠⁠⁠The Principal is endeavouring to establish a centralised, integrated and efficient Risk Management System that aligns with existing business processes and risk management models and provides a measurable ROI. Among other things, the System needs to achieve the following requirements:

  • Automate risk data providing a single, consolidated source of information for all employees including compliance, risk management, business continuity planning and occupational safety and health incident data, which in turn can be used to integrate Enterprise Risk Management into organizational culture;
  • A system that promotes mobility, security of data and effective system contingency planning;
  • Incorporate a systematic, automated approach to managing day to day activities thereby assisting the City to foster and develop a 'risk culture' through an action tracking functionality of the system, including business improvement;
  • Live reporting to assess risks in a production environment, report on potential hazards, and areas of non-compliance on demand. With all data contained in a central point that is accessible;
  • Integrate with the City's ERP systems, including Document Management System (ECM), Microsoft Office and the City's Intranet;
  • Be easy to use and maintain, e.g. summary dashboard, detailed event recording and reporting, etc.
  • Customization to incorporate the City's risk appetite in the assessment of risks;
  • Able to data migrate to the new system in order to save time transitioning from the City’s current system;
  • Ability to securely access the system anytime via a secure web type connection using desk top, tablet or smart phone;
  • Able to be customised to reflect the City's organisation chart;
  • Provide a variety of Summary & Detailed information in a number of export formats; and be complementary to the ongoing rollout of the City's risk management program;
  • Compliance with standards AS/NZS 5050:2010, AS ISO 31000:2018, AS/NZS ISO 45001 and AS ISO 55000:2014;
  • Able to support different hosting and delivery options, such as cloud Saas, etc., and
  • Provide ongoing support and complete training and education of the system to nominated staff.

The Principal reserves the right to include or exclude OSH/HR stipulated requirements from the awarded contract.

The proposed Contract shall be in force for a period of three (3) years from the date of contract award, with a Principal instigated option to extend up to a further twelve (12) months, plus an additional twelve (12) months after that, to a maximum of five (5) years in total.
