Tender Description

The City of Greater Dandenong (Council) is planning to develop a new aquatic and wellbeing centre at Mills Reserve in Dandenong – the Dandenong Aquatic and Wellbeing Centre (DAWC or the Centre). This major infrastructure project is a key recommendation from Council’s Aquatic Strategy (2019), which recommends the replacement of the life-expired Dandenong Oasis, with a contemporary facility that focuses on the health and wellbeing needs of Greater Dandenong’s unique community.

As outlined in Section 2.2, Council is about to commence a Precinct Masterplan for the Mills Reserve in Dandenong. The Contract will oblige the Consultant, if and when Council directs it to do so, to accept the novation of a consultant whom Council has separately engaged (Precinct Consultant) under a short form consultancy agreement (Precinct Consultancy Agreement). The Precinct Consultant has been engaged under the Precinct Consultancy Agreement to undertake services with respect to the preparation of a Precinct Master Plan for Mills Reserve in Dandenong, which is the site for the new DAWC. The services to be provided by the Precinct Consultant under the Precinct Consultancy Agreement are to be carried out in two stages – with Stage 1 being ‘Site Investigation and Options Analysis’ and Stage 2 being ‘Precinct Plan Development’. Council will consider novating the Precinct Consultancy Agreement to the Consultant for Stage 2 only (if at all) under the Precinct Consultancy Agreement.
