Tender Description

⁠⁠⁠Monash University is seeking Expressions of Interest (EOI) from suitably qualified organisations to provide specialised Electro Magnetic Compatibility (EMC) and Electro Magnetic Interference (EMI) advisory services.

This engagement will support the University in its dealings with the Suburban Rail Loop Authority (SRLA) in relation to the Suburban Rail Loop East (SRL East) project.

The scope focuses on providing technical expertise to assist the University in understanding the potential EMC/EMI impacts associated with the construction and operation of the Suburban Rail Loop Project (SRLP). This includes:

• Assessing electromagnetic impacts on sensitive facilities, laboratories, and equipment;

• Identifying and quantifying risk exposure to EMI

• Advising on mitigation measures and protection strategies;

• Supporting the preparation of technical submissions and expert responses.

Ahead of issuing a formal Request for Fee Proposal (RFFP), the University seeks written confirmation from interested organisations that they:

• Have no financial, commercial, or personal involvement in the SRL project that could give rise to an actual or perceived conflict of interest; or alternatively a clear methodology to mitigate this;

• Are not part of any consortium, joint venture, or affiliated entity currently participating in the SRL project;

• Has no prior involvement that may present a real or perceived conflict;

• Has demonstrated expertise in EMC/EMI advisory services, particularly for major infrastructure projects and sensitive environments;

• Has experience supporting submissions and hearings, including providing technical responses to expert evidence.

Interested organisations are asked to respond to this EOI by providing confirmation of:

• Your interest in submitting a fee proposal

• Your organisation’s conflict-free status;

• Your relevant EMC/EMI experience; and

• Your acceptance of the University’s confidentiality requirements by signed and returned form as part of this EOI response.

Responses of no more than 4 pages (excluding the returned confidentiality agreement) are requested no later than 2:00 pm, Friday 10 July 2026.

Following shortlisting, the University will issue a Request for Fee Proposal (RFFP). After evaluating submissions, the appointment of a suitably qualified consultant is anticipated in August/September 2026.
