Supply Base Operations (Karratha Distribution Centre lease Novation & NW and Wheatstone Downstream Supply Base Services)

⁠⁠⁠Chevron Australia is seeking expressions of interest from capable Logistics Service Providers (LSP) with a demonstrated capability in providing Supply Base Materials and Logistics services at the Karratha Distribution Centre (KDC) and Wheatstone

Downstream site in support of Company operations in Western Australia for the scope identified below.

The requirement for the Services scope of work at the KDC and/or Wheatstone Downstream Supply Base will include, but not be limited to:

• Novation, management & maintenance of the KDC lease located at 105 Exploration Drive, Gap Ridge;
• Scheduling and execution of logistics services such as:
o Local pick up, delivery, and coordination services within the City of Karratha, including from KDC to wharf side.
o Local on-site delivery and escort services at Wheatstone Downstream plant, Wheatstone Downstream Camp and Port of Ashburton for support of the plant.
o Packing and consolidation of assets for both road and sea transport, including manifesting and stowage.
o Receipt, Quality Assurance/Quality Control, store, preserve, stock-take, pick, pack, issue, consign and dispatch all materials and equipment required to support Chevron inventory and work order materials.
o Manage receipt of bulk fuel on Wheatstone Downstream site, execute site fuel distribution and proactively monitor fuel product quality.
o Execute shore side diesel fuel discharge and bunkering operations to Company Tugs and Pilot vessels at Port of Ashburton.
• Ability to scale up and down to support maintenance, drilling, or other campaigns;
• Provision of own technology (software, hardware and integration services) to support the services scheduled and executed, this could include:
o Development of application programming interface to link LSP application(s) into the Company Logistics Ecosystem to support network visibility and efficiency drives.
o Handheld scanners to automate own activities.
o Longer term intent to replace use of company Enterprise Resource Planning (ERP) system and supporting barcode technology with LSP own.
• Preparation and inspection of assets, including meeting minimum expectations of Chevron Quarantine Management System where applicable;
• Provision of various 3rd party services to support daily operations;
• Actively supporting Company commitment to achieving local content objectives;
• Demonstrated organisational alignment and commitment to Company Health Safety, Environment and Quality objectives.

Service Providers shall provide:
• Company profile
• Company experience in providing similar services
• Proposed method of work for meeting the specified scope items above
• Proposed organizational structure
• Proposed commercial models for consideration.

Key dates:
The Request for Proposal (RFP) is expected to be issued to shortlisted service
providers during Q3 2020, with a forecast Service commencement expected in
early 2021.
