Tender Description
The City of Cockburn (the Principal), requires the services of an appropriately qualified, skilled, experienced, and registered (WA) Architect to undertake the design, documentation and lead (principal) consultant role for the design and construction of the new Frankland Park Development in Hammond Park, Western Australia.
The project is to develop a two AFL size reserve, parking, sports lighting and clubrooms. The budget to complete the project is $9.3M (including construction, associated works, consultant’s fees, contingencies and other associated costs with the development). A preliminary concept plan for the site and proposed building has already been developed. The estimated construction costs based on this concept is $8.13M (GST exclusive) which is approximately $300,000 over budget.
As a result, the intent is to undertake value management on this concept and where possible deliver on the following priorities within the $9.3M (GST exclusive) budget:
Two AFL grass playing fields
Design and construction of two full size AFL Ovals to meet AFL standards for seniors’ football. The playing fields are to include 100 lux LED lighting, 900mm fencing, retaining walls and netting behind the goal areas.
Clubroom Facility
Whilst the concept design allowed for a building of 1100m2 this included 100m2 office accommodations for WAFC. It is proposed that this space be removed to bring the project back within budget.
Car Park and General Landscaping
Provision of formalised car parking that addresses the current drainage challenges on-site. General landscaping around the development, this may include, but not limited to clearing and earthworks, fine grading to all soft and hard work areas, paving and hardscape, garden areas and grass areas that considers appropriate drainage.

The Contract is for the review of the outline brief and preliminary concept plans with the intent of developing a formal Functional and Technical Project brief and Concept plans including design options in respect to the new Frankland Park Development for sign off. This is then to be developed into a preliminary/schematic design, followed by the development of the design through to full construction documentation and technical specifications. These services will include provision of Architectural and Lead Consultant services throughout design and construction period and through to the conclusion of the Defects Liability Period.
The design of the facility is to be carried out in consultation with the Principal and stakeholders to gain an understanding of the needs identified. The expectation of the design development includes, but is not limited to the following features:
(a) The buildings and facilities are designed to satisfy the intent of the Principal’s policy of Sustainability and facilities are designed at minimum long-term cost; and
(b) A design and completed works outcome that embodies best practice sustainability principles throughout (in-line with the Principals Sustainability policy of 3% of the total project cost is set aside for innovative ESD initiatives), in particular for energy and water efficiency, use of passive solar design, geothermal, natural ventilation and renewable energy.
