The Metropolitan Fire and Emergency Services Board operates as a statutory authority with responsibility to the Minister for Police and Emergency Services to provide a service throughout the metropolitan fire district. Its role is to protect life, property and the environment through effective fire prevention measures, fire safety education, fire fighting and rescue and disaster combating.
The mission of the MFB can be summarised as:
To provide continuous protection of life, property and the environment from the effects of fire, accidents and other hazards
* To encourage appropriate standards for the protection of life, property and the environment from fire
* To increase community involvement and awareness in hazard prevention
* To meet the community’s needs in an efficient and effective manner
The functions provided by the Board cover services relating to:
* Emergency response
* Hazardous materials
* Fire prevention
* Fire training and education
* Fire safety inspection and certification
* Communications
* Administration and technical support

The Property Services Department is a department of the MFB State Capability Directorate and performs an essential function within the MFB. The department is responsible for:
* Maintaining MFB properties and buildings to regulatory standards
* Assisting in the reduction of energy and water consumption and the generation of waste in MFB properties
* Maintaining effective security systems across its property portfolio
* Provide the highest professional standards for service delivery
* Assist the MFB to meet its employee’s needs for job satisfaction, personal growth, occupational health and safety by providing a better and safer work environment
* Ensure cost effective service delivery and identification of improvement opportunities. To this end the department is looking to create an environment that facilitates shared knowledge and partnering concepts to provide the best value result for the organisation

The Department has endeavoured to develop and maintain positive relationships with the services providers engaged for all site related services within its area of responsibility.
The Department goal is to gain an understanding of all stakeholder requirements to ensure the Department and external providers deliver a seamless service to the MFB. This requires all parties to work together to provide optimal service delivery, within the constraints of competing goals, objectives and external pressures. A “partnership” approach will provide the Department with the opportunity to manage the services provided to our property portfolio in the most efficient and effective way.
Property Services Department is seeking tenders for the provision of Mechanical Services Maintenance at MFB sites across the Melbourne Metropolitan area.
The Contractor will be responsible for the delivery of a range of Mechanical Services Maintenance, including Essential Services Management (mechanical i.e. Fire mode shutdown testing, fire damper maintenance and air filter replacement) for the MFB’s facilities plant and equipment.
The following table lists the Mechanical Maintenance Services that the Contractor will be required to provide will include but not necessarily limited to:-.
Mechanical Services Management
a) Maintenance Management
b) Fault Management
c) Maintenance Program Management
d) Emergency Systems Management
e) Maintenance records Management and Asset Management Records
f) Subcontractor Management
g) Essential Services Management, ( mechanical ie: fire mode shutdown testing, fire damper maintenance and air filter replacement.) All Essential Safety Measure items are to be addressed at intervals required by the relevant legislation. ( mechanical )
h) R22 gas management including extraction and storage where and if required.
