Horsham Rural City Council (Council) is seeking quotations from suitably qualified consultants for the development of an Urban Transport Network Plan (HUTNP) for the Horsham urban area.

The Horsham Rural City municipality is located in the Wimmera Region of Victoria, north of the Grampians National Park, covering approximately 4,267 square km. Horsham is a major regional centre in Western Victoria, located on the Western Highway approximately 300 km north-west of Melbourne CBD, 190 km north-west of Ballarat and 450 km east of Adelaide.

A key feature of Horsham is that five major regional highways converge in the centre of the city, being Western Highway (south) Western Highway (north) Henty/Wimmera Highway (north), Wimmera Highway (west) and Henty Highway (south). The Western Highway is the main transport route between Melbourne and Adelaide.

Horsham, situated on the Wimmera River, is the largest urban centre in the Wimmera Region providing a range of higher order commercial, community, entertainment, government administrative services and retail functions to the wider rural community of the Wimmera.

The aim of this study is to understand and quantify the transportation issues of the Horsham urban area, both now and in the future. The study will develop an integrated transport plan that would include desirable outcomes, and a program of short-term and long-term interventions.

The study will have consideration for the movement and access of all transport user groups including:
* Motorists
* Waste collection vehicles
* Commercial vehicles
* Emergency service vehicles
* Large vehicles
* Taxis & Uber
* Public transport (buses & trains)
* Motorcycles
* Service vehicles
* Cyclists (recreational and training)
* Pedestrians
* People with disabilities
* Motorised scooters

The final project Plan must be completed by 30 April 2019.
