Tender Description
CSNSW is looking to engage a supplier to provide a ‘Managed Service’ or an ‘As a Service’ (AAS) OTS facility by which inmates of Correctional Centres can make authorised telephone calls in line with Legislative and Departmental requirements.
Use of telephones by inmates is governed by Section 3.2 of the CSNSW Operations Procedures Manual and OTS Management Rules. These rules are crucial to meeting CSNSW legislative obligations, and are coded within the OTS software, including:
* Approved telephone number restrictions
* Automated pre-call notices
* Cashless facility that allows for call billing to inmate accounts
* Free call allowances
* Call durations
* Lockout periods
* Call monitoring
* Call recording
The OTS facilities will be an end to end system implemented in correctional centres in NSW to facilitate OTS calls and payment transactions. The OTS will interface with CSNSW systems including the CSNSW Offender Management Information System (OIMS). Numbers of phones, attendant consoles, kiosks and ancillary equipment will vary depending on the correctional centre and local conditions.
