Expression of Interest (EOI) for the Construction of SyMo Facility
Tender ID: 289424
Tender Details
Tender Description
ANSTO is Australia’s national nuclear science and technology organisation and the centre of Australian nuclear expertise. ANSTO is responsible for undertaking research and development and for delivering specialised advice, scientific services and products to government, industry, academia and other research organisations.
ANSTO wishes to construct a first of a kind waste treatment plant applying synroc technology for the processing of Intermediate Level Liquid Waste (ILLW) from both prior and current production and expected future production from the Molybdenum-99 (Mo-99) facility.
This project is highly beneficial for ANSTO and its stakeholders as it applies a first of a kind innovative waste treatment solution which will reduce the costs involved in long term storage of ILLW. Treatment of these waste streams using synroc technology will fulfil ANSTO’s obligation to the national regulator (ARPANSA) and also allow the legacy waste to be treated and removed from ANSTO’s Lucas Heights to the National Waste Repository when it becomes operational.
ANSTO is seeking Expressions of Interest (EOI) from suitably qualified and experienced companies that want to tender for the construction of the SyMo Facility (SyMo).
The opportunity exists for a suitably experienced company to participate in the construction of the SyMo facility.
The company will be responsible for the construction of the new facility to be sited at the Lucas Heights campus in NSW, Australia. It is envisaged that the proposed facility will be approximately 2,500 square metres in size and includes components such as:
* ‘Typical’ building services such as civil, structural, mechanical, gas, electrical, hydraulic and fire;
* Large concrete ‘Hot Cells’ which house the Synroc process, formed using structural steel;
* Process related systems consisting of items such as piping, tanks, pumps and pressure vessels;
* Active ventilation; and
* Instrumentation.
Mandatory Requirements
ANSTO is looking to appoint a company with suitable construction expertise to assist ANSTO in delivering the licensed facility. The expectation is that the company will be a ‘tier 1’ or ‘2’ level builder as the size and nature of the project would not suit anything lower.
Mandatory requirements in tendering for the ANM SyMo project include:
* Recent and relevant experience in multi discipline industrial type projects of a comparable nature to the SyMo Facility;
* Acceptance to ANSTO’s General Conditions of Contract e.g. modified AS4000;
* An accredited Quality Management System which complies with or is equivalent to AS/NZS ISO 9001;
* An accredited Environmental management policy which complies with or is equivalent to the requirements of AS/NZS ISO 14000; and
* Registration with the Federal Safety Commission (FSC).
