Overview
The Department of Employment and Workplace Relations is seeking specialist services to support the visualisation and communication of one or more complex programs of work. These programs have evolved over an extended period and involve multiple decision points, governance processes, dependencies, stakeholders, policy considerations, and delivery options.
Purpose
The department requires a supplier to develop clear, evidence-based visual representations of these complex programs of work that enable executives, ministers, governance bodies, program teams, and stakeholders to understand historical context and program evolution, key decisions and decision pathways, interdependencies across work streams, current state and future state outcomes, strategic options and associated implications, and risks, opportunities, constraints, and trade-offs.
Scope
Visualisation products may include, but are not limited to:
- Program journey maps and timelines
- Options and decision pathway maps
- Governance and stakeholder ecosystem visuals
- System and dependency visuals
- Executive briefing artefacts, including presentation-ready graphics and infographics
The engagement is anticipated to be undertaken on a time and materials basis and will commence with a planning and discovery phase. During this phase, the supplier will review relevant source material, engage with nominated stakeholders and confirm the priority audiences, decisions and visualisation requirements. The supplier and the department will agree on a prioritised delivery plan that identifies the proposed artefacts, personnel, indicative effort, milestones, dependencies and estimated costs.
Following approval of the delivery plan, the supplier will commence the delivery phase. The supplier will develop and refine the agreed visualisations in consultation with the department, incorporate feedback and respond to emerging priorities. Delivery will be managed within the agreed timeframe and maximum contract value, with the supplier regularly reporting on progress, effort and expenditure.
The supplier will work under the direction of the department, with deliverables, priorities and timeframes agreed throughout the engagement. The department will provide the available source material, content, access to relevant stakeholders and subject matter expertise required to support the development of the visual artefacts.
All deliverables must be provided in editable formats compatible with the department's approved Microsoft 365 products. The supplier must also provide supporting documentation, training and guidance to assist departmental personnel to update and maintain the artefacts, as required.
Contractor Requirements
- The department's preference is for all work to be undertaken within the department's systems
- Proposed personnel must hold an active Baseline security clearance and a recent police check
- The supplier should provide examples of similar engagements and sample artefacts demonstrating its capability
