RIS / PACS Replacement Programme

⁠⁠⁠Overview

Western Health is seeking qualified respondents to participate in a Request for Information (RFI) for the replacement of its Radiology Information System (RIS) and Picture Archiving and Communication System (PACS), supporting Medical Imaging and Cardiology services across the organisation.

About

Western Health is a Victorian Public Health Service established under the Health Services Act 1988 (VIC), overseeing a comprehensive range of healthcare facilities, including acute hospitals, day hospitals, and community health centres.

Purpose

This project involves the replacement of Western Health's legacy RIS/PACS environment, which has been in continuous operation since 2007, with a modern, resilient, enterprise-grade imaging platform.

Objectives

• Eliminating single points of failure and establishing formal disaster recovery and cyber resilience
• Reducing operational friction and manual workflow steps for clinical and administrative staff
• Improving interoperability with Oracle Health (Cerner) and iPM
• Enabling native AI-assisted reporting and enterprise-grade analytics to support Western Health's growth trajectory

Scope

The scope includes:

• Radiology and Cardiology PACS and RIS
• A dedicated CT PACS instance
• An enterprise clinical imaging repository
• Ultrasound structured reporting
• A redundant voice-recognition reporting platform
• An integrated AI platform
• An advanced analytics capability
• Deployment across Western Health's Sunshine, Footscray, Williamstown and Sunbury sites
• An architecture that accommodates future expansion to the New Melton Hospital, Point Cook, Ophthalmology and DEXA services

The last date for Request for Clarifications (RFC) is 27 August 2026, to allow time for a Western Health response. Respondents must use the RFC form provided for all queries and correspondence.
