Provision of Investment Advisory Services

⁠⁠⁠Shoalhaven City Council (Council) invites quotations for providing independent investment advice for the management of Council’s financial investment portfolio in accordance with this Request for Quotation (RFQ).

Interested investment advisory service providers must demonstrate the ability to provide a range of investment advisory services for a Local Government entity that includes:

a) Relationship management

b) Investment advice

c) Investment policy

d) Investment strategy

e) Provision of access to institutional pricing

f) Assistance in safe custody relationships ensuring Council maintains beneficial ownership

g) Advice on loan portfolio management; and

h) Any additional services that may benefit the Council

As at 28 February 2026, Council held a cash and investment portfolio of $284 million (see Attachment B), the majority invested in short to medium term securities. Council has five primary objectives for its investment portfolio:

a) Preservation of the amount invested

b) To ensure there are sufficient liquid funds to meet all reasonably anticipated cash flow requirements

c) To generate income from the investment that exceeds the performance benchmarks identified in Council’s Investment Policy.

d) Adherence to debt covenants.

e) To comply with legislation, regulations, the prudent person test of the Trustee Act and best practice guidelines.

Council operates 3 separate Funds, these being:

1. General Fund

2. Water Fund

3. Sewer Fund

Bidders must submit quotations in the manner required by this RFQ.
