As of the 1st of January 2026, the Victorian Government has implemented a new policy, 'Reporting Criminal and Unlawful Conduct on Public Construction Projects'. The policy applies to public construction projects where procurement and tendering activities have commenced and/or contracts have been awarded on or after 1 January 2026 (Commencement Date). Only Tenderers prequalified at prequalification level STS at the time of closing of the tender will be eligible to tender on this Contract.

The Tender will comprise of the following 3 parts, tenderers can bid for 1 part, 2 parts or all 3 parts.

• PART 1 – Traffic Signal Upgrades in Metropolitan Melbourne
• PART 2 – Traffic Signal Upgrades in Regional East Victoria (Gippsland and Hume Regions)
• PART 3 – Traffic Signal Upgrades in Regional West Victoria (Loddon Mallee, Grampians, and BSW)

The Department of Transport and Planning reserves the right to award the Contract as individual contracts for Part 1 and Part 2 and Part 3 to separate companies, or as a combined Contract, or as a single Contract for all parts based on the Tenderer’s response to the Tender Schedules.
