Electrical Works Panel
V/Line Tender Reference VLPRJ1173
Provision of Electrical Works to facilitate and support activities across the network.
V/Line Pty Ltd operates regional public transport services within Victoria and is the sole provider of intrastate regional passenger rail services including the Victorian regional railway network.
Under this arrangement, V/Line intends to establish a panel of contractors to provide Electrical Works on an as-needed basis for the Victorian Intrastate Country Rail Network.
Typical Labour requirements for work categories include:
- Light & Power
- Data & Comms
- Security (CCTV, Alarm Systems)
- Solar Panel Systems
- Pole replacement & Treatment
- New Electrical Power Connection
- High voltage works (optional)
Bidders must demonstrate that they can provide a fully resourced Electrical Works Team. A typical team is expected to meet the following requirements:
- Hold a Registered Electrical Contractor (REC) licence issued by Energy Safe Victoria.
- Employ A‑Grade licensed electricians with Certificate III in Electrotechnology and Rail Industry Worker (RIW) accreditation.
- Maintain a Risk Management Plan, including a designated technical supervisor responsible for ensuring compliance with all applicable rules and regulations for each project.
- Be authorised to issue Certificates of Electrical Safety (COES) for all completed works.
- Provide JSEA or Safe Work Method Statements (SWS) demonstrating safe systems of work.
- Maintain compliance with the V/Line Supplier Pre‑Qualification Program through Avetta, supporting V/Line’s requirements for safety, environmental management, quality, insurance, and financial/operational sustainability.
Minimum Personnel Qualifications for Electrical Works
a) Mandatory qualifications and competencies:
- Electrician’s Licence (A)
- Registered Electrical Contractor (REC)
- Rail Industry Worker (RIW) Card
- TLIF2080 – Safely Access the Rail Corridor (Level 1 TTSA)
b) Additional qualifications (as applicable):
- Restricted Electrical Worker’s Licence (REL)
- Switchgear Worker’s Licence (SW)
- Supervised Worker’s Licence (L)
- Licensed Electrical Inspector (LEI)
- Electrician (Supervised) Worker’s (ES)
- High Voltage Switch Operator Licence
- Occupier’s Licence (O)
- High‑risk work licences (e.g., Working at Heights, EWP)
- Other relevant trade licences (e.g., EWP, forklift)

V/Line now uses Zycus as its procurement system, and we will use Zycus for tender events.
What this means for you.
V/Line has released a new Tender document for the Electrical Works Panel on the Zycus platform. This is the ONLY platform that tender documentation will be available on.
As part of our implementation of Zycus, we have also introduced the Zycus Supplier Network (ZSN) portal, which is a secure, online platform that enables suppliers to engage with V/Line digitally. Tender documentation will be available to be viewed via the ZSN portal, and V/Line will be accepting tender responses submitted via ZSN.

Active V/Line vendor:
- Please contact V/Line at: procurementsystems@vline.com.au to request your unique ZSN registration link which allows you to create your ZSN account with V/Line.
- If you already have a ZSN account linked to V/Line, please login using your existing login information.
Prospective V/Line vendor:
- Please click this link to register an account on ZSN and create your company profile.
View tender documentation
After your ZSN registration is complete, you will be able to login to ZSN and view the tender documentation when it is released from your ZSN account V/Line home page. Tender documentation will not be available to view until the release date.
Submitting a tender response
V/Line will only be accepting responses submitted via ZSN. Please login to the ZSN Portal during the tender open period to complete and submit your response. Please note that V/Line will release Advance Tender Notices on Tenders Vic.

Optional Supplier Briefing for Tender
V/Line will host an online supplier briefing for the Electrical Works Panel Request for Tender. The session will outline the opportunity, scope and work categories, the procurement process (including lodgement requirements), evaluation approach, and next steps. Attendance is optional and does not form part of the evaluation. The briefing will be delivered via Microsoft Teams; registration is essential to receive the join link. Procurement questions must be submitted via the Zycus eForum. Slides will be shared with registrants after the event via Zycus.
