Tender Description

Australia’s livestock export industry operates within a complex financial environment shaped by evolving risk frameworks, portfolio settings and information requirements across banks, insurers and investors. Industry participants have reported increasing uncertainty and limited visibility of how financial institutions assess the sector in practice.

There is an opportunity to develop a clearer, evidence‑based understanding of these dynamics to inform future industry planning and engagement.

This project will undertake a focused, exploratory assessment of the financial landscape as it relates to livestock exports.

The work will examine how financial institutions currently perceive and evaluate the sector, the types of information and assurances that influence decision‑making, and the relative role of factors such as ESG considerations, regulatory settings and reputational risk. The project is not intended to advocate for policy change or develop financial products, but to establish a baseline understanding of where constraints may exist and whether they are within scope for industry‑led action.

Through targeted desktop analysis and confidential engagement with financial institutions, intermediaries and industry representatives, the consultant will identify key themes, information gaps and points of alignment or disconnect. The findings will provide decision‑ready insights to guide future RD&E, communication or engagement initiatives, ensuring any further effort is proportionate, credible and focused on areas where meaningful impact is possible.
