Tender Description

⁠⁠⁠Tenders are invited for design, supply and installation of amenities and facilities for the Tycannah twin rest area development project, approximately 16km South of Moree on the Newell Highway.

Scope:

This contract is for design, supply and installation of amenities and facilities for the Tycannah twin rest area development project, approximately 16km South of Moree on the Newell Highway.

As part of tender process, the contractor is required to provide a design proposal for the requested scope of work, including but not limited to:

- Relevant design drawings and information relating to proposed products, details requested and layout.

- Proposed construction schedule, including procurement timeframes, site construction period and ability to complete works within the contract duration.

The aforementioned information will be required in order to be considered a ‘conforming tender’. TfNSW will review the provided design proposal as part of the tender assessment process. It is acknowledged there may be a requirement to clarify/modify the design proposal, with the intent to award an accepted proposal for supply and construction. 

The scopes of work generally comprise of the following but not limited to:

North Bound Rest Area

• Design, Supply and construction of a single structure containing 2 (two) pumpable flushing unisex accessible toilet cubicles, including.

  • roof-mounted solar panels with sensor operated solar-powered lighting for each cubicle, include all associated electrical components.
  • plumbed pumpable septic with min 7000L ‘in-ground’ tanks. with Include suitable access point to the tanks for ‘pumping out’, inspection and access if required as well as appropriate protections to prevent unapproved access.
  • reinforced concrete slabs where required to facilitate the design
  • gravity water supply from a min 8000 L poly water tank on a structural steel tank stand, including all plumbing to operate amenities and hand washing basins
  • 1 x Hand wash basins.
  • Location to be specified by TfNSW

• Design, supply and construction of 2 (two) rest area seating shelters, including:

  • Seating and table space for a minimum of 6 people per shelter.
  • Installed on concrete slab
  • Appropriate provisions to prevent theft
  • Location to be specified by TfNSW

• Design, Supply and install 90 (Ninety) galvanised steel CHS bollards including concrete footing as required

  • Min dimensions of 114mm x 1500mm
  • Painted Yellow
  • Red Retro-reflective tape band near top of bollard.
  • ‘Capped’ top.
  • Location to be specified by TfNSW

• Supply and install 4 (four) ‘blade style’ Solar Lighting poles with locations to be specified by TfNSW.

  • Min pole height of 5 m
  • Motion sensor operation.
  • Permanent construction with concrete footing as required
  • Design considers controls to prevent vandalism and theft of critical components

South Bound Rest Area

• Design, Supply and construction of single structure containing 2 (two) pumpable flushing unisex accessible toilet cubicles, including.

Tenders are invited to design, supply and installation of amenities and facilities for the Tycannah twin rest area development project, approximately 16km South of Moree on the Newell Highway. This work consists of Design, Supply and construction of a single structure containing 2 (two) pumpable flushing unisex accessible toilet cubicles including solar panel, septic tank and other items included the tender package.

A pre-tender meeting and site inspection will be held at Tycannah Rest Area GPS coordinates (-29.5996279, 149.8111935) at 11:00 a. m. on Tuesday, 10 February 2026 at Oberon council library - 74A Dart St, Oberon NSW 2787.

Please note that attendance at both the pre-tender meeting and the site inspection is mandatory in order to submit a conforming tender.
