Tender Description

Gippsland PHN is inviting local health professionals including General Practitioners to contribute their expertise as Clinical Advisors. This flexible and rewarding opportunity allows you to play a key role in shaping and enhancing the patient journey across the Gippsland region.

Clinical Advisors work in collaboration with local health services, specialists, and other key stakeholders to ensure that Gippsland PHN initiatives such as Gippsland Pathways, Remote Patient Monitoring and RACGP CPD-accredited training events are high quality and easily accessible.

Flexibility is a core aspect of these roles. Clinical Advisor activities with Gippsland PHN are tailored to individual availability, can be completed on a flexible schedule, are time-limited and include compensation based on estimated hours.

Key activities include:

• Supporting the Gippsland Pathways program to ensure pathways are efficient, high quality and accessible.

• Supporting Remote Patient Monitoring activities and template development

• Reviewing Training and Events opportunities.

• Endorsing RACGP CPD-accredited training events.

• Reviewing RACGP applications for the Gippsland PHN Training and Events team.

Activities and Responsibilities

A list of activities and responsibilities of a Clinical Advisor is listed below, noting this is a general description of the types of activities. In general, Clinical Advisors support the development of statewide referral criteria pathways, aged care, dementia, and other suites of referral pathways relevant to the needs of the Gippsland PHN region. These pathways are used by Gippsland clinicians during consultation with patients, to support assessment and referral to local services and supports.

Gippsland Pathways

Clinical Advisors will be supported by the Gippsland Pathways team and must be willing to be contacted when work is available. There are opportunities for Advisors to work on pathways relating to areas of clinical interest such as Mental Health, Chronic Disease, Aged Care and other identified clinical and referral pathways. If you have an area of special interest, please include this information in your Expression of Interest. Current and upcoming pathway developments relate to the new and existing Statewide Referral Criteria, and the review of existing pathways published on Gippsland Pathways.

Pathways work will vary in timeframe depending on the size of the pathways being created and/or reviewed, and it is anticipated that an average work package will be completed over 2 to 4 months with an average of 5-15 pathways.

Further details in relation to the time required per pathway/suite will be provided when pathways work is available and are shared with Clinical Advisors by the Gippsland Pathways team.

Remote Patient Monitoring

Clinical Advisors will be involved as part of the Clinical Reference Group for the Remote Patient monitoring initiative. The expectation is that the Reference Group will meet annually to review templates, including existing templates that are scheduled for review, or as required for identified concerns with templates. The Clinical Reference Group will be sent a pack of templates for endorsement 21 days prior to meeting. It is expected all other templates changes/updates will be sent via email. Advisors will be supported by the Digital, Data and Insights team to understand the requirements and technology features that form part of the Remote Patient Monitoring system/program.

Program Delivery Training & Events – RACGP CPD accredited events 

Clinical Advisors play a key role in reviewing and providing expert input on topical training and events to ensure clinical relevance and alignment with current general practice priorities. This includes endorsing events for RACGP CPD accreditation and reviewing applications submitted to the RACGP to support high-quality continuing professional development. Their guidance ensures that all training initiatives meet both educational standards and practitioner needs.

The Clinical Advisor for Training and Events must be a General Practitioner and a Fellow of Royal

Australian College of General Practitioners.

Remuneration

Remuneration is at a rate of $225 per hour plus GST for health professionals.

Clinical Advisors support the activities outlined above and may be called on to support other activities if mutually agreed upon. Activities are offered to Clinical Advisors when available based on estimated hours for a work package of pre-identified activities.

Selection criteria

Gippsland Pathways & Remote Patient Monitoring:

• Current registration with the Australian Practitioner Regulation Agency (AHPRA) as a registered health professional including medical practitioners, non-GP specialists, nurse practitioners and General Practitioners working in Gippsland.

• Knowledge of the health care system in the relevant region including key service providers and individuals.

• Willing to be contacted when pathways work packages require review.

Program Delivery Training & Events – RACGP CPD accredited events

• General Practitioners applying to support RACGP CPD accredited training events and CPD applications must be a Fellow of Royal Australian College of General Practitioners.

Gippsland PHN Rights

Notwithstanding anything else in this specification document, and without limiting its rights at law or otherwise, Gippsland PHN reserves the right, at its absolute discretion at any time and following probity advice, to:

• Cease to proceed with, or suspend the application process;

• Alter the structure and/or the timing of the application process;

• Vary or extend any time or date specified in this document;

• Terminate the participation of any organisation in this application process;

• Require any applicant to provide clarification or additional information;

• Request that applicants provide best and final offers;

• Shortlist applications for assessment purposes;

• Require any applicant to attend an interview or make a presentation;

• Call for a new application process;

• Reject any submission received after the closing time, unless the applicant can demonstrate

• to Gippsland PHN’s satisfaction that there has been a technical issue out of the applicant’s

• control that has caused the delay;

• Reject any application that does not comply with the eligibility criteria or other requirements

• of this application; and

• Enter into discussions with respondents to negotiate, aggregate or disaggregate proposals.
