Tender Description

⁠⁠⁠Background

The Network & Infrastructure (N&I) Division of the Public Transport Authority (PTA) of Western Australia has an ongoing requirement for Earthing and Bonding (E&B) activities to be carried out including E&B arrangements, E&B investigations, design new, modified or rectified bonds for the works agreed within the PTA rail Corridor and or 25kV Alternating Current (AC) Electrified Area.

To support this purpose, the PTA seeks offers from suitably qualified Contractor(s) to form a Standing Offer (Panel) to undertake the PTA’s current E&B requirements in the Perth metropolitan area.

Scope of Requirements and Specifications

The Scope of Works and Specification includes but not limited to the responsibility of all E&B arrangements within the PTA rail corridor and/or 25kV AC Electrified Area. Other services may include undertaking E&B investigations, design of new, modified or rectified bonds.

The scope will include the requirements associated with the anticipated increased demand due to the expansion of the urban passenger network. Such as:

  • Contractors must be equipped to respond to evolving service needs; and
  • contribute to the safe and reliable operation of PTA’s infrastructure.

Standing Offer Information

This Standing Offer is primarily established to assist in N&I meeting the requirements for Earthing and Bonding for the Public Transport Authority.

It is important to note that the contractual arrangement formed between the successful Respondent(s) and PTA will be with the Respondent directly.

A minimum of two (2) Contractors will be appointed for Earthing and Bonding Services.

The PTA will review the Panel framework and composition annually or at other times determined appropriate by PTA to assess whether additional Contractors are required to satisfy the service requirements of the PTA. The PTA reserves the right to add Contractors to the Standing Offer arrangement at its discretion at any time during the term of the Standing Offer, through a public tendering process.

The PTA reserves the right at its absolute discretion to source services outside this Standing Offer Arrangement if so, determined by the PTA.

Standing Offer Utilisation:

This Standing Offer is being established to assist and meet the requirement of Network and Infrastructure Earthing and Bonding. This Standing Offer Contract does not preclude other PTA Divisions obtaining services under this Arrangement.

Standing Offer Structure:

It is expected that this Standing Offer will consist of a minimum of two (2) members with suitable skills and experience to cover the requirements of the N&I Earthing and Bonding services. Additional Contractors may be added to the Standing Offer arrangement at the PTA’s discretion as required depending on availability of Personnel and estimated workload over the life of the Contract.

A Contract Manager will be appointed who will be the PTA person ultimately responsible for the management of the Standing Offer processes and other general related matters.  The PTA Contract Managers will be responsible for daily operational usage / requirements. The successful consultant will be required to appoint a Contract Relationship Manager.

Term of the Standing Offer:

The Standing Offer arrangement will be in operation for an initial three-year term.  There will be two one-year extension options, available at the absolute discretion of the Public Transport Authority. The total aggregated duration of the Standing Offer arrangement does not exceed five years.

Panel Contract Distribution of Work:

The Standing Offer is designed to streamline engagement for the Earthing and Bonding Services to provide value and increased supply certainty to both the PTA and Panel Members.

Where more than one Contract is awarded for the Services, the work will be allocated between the Contractors based on:

  • The priority (urgency of the task);
  • The degree of difficulty (has the Contractor done similar tasks before);
  • Availability (does the Contractor have available local Personnel); and
  • Cost (what is the Contractor’s Schedule of Rates for this type of work).
