Tender Description
The City of Cockburn (the Principal) is undertaking a program of renewable‑energy upgrades across its property portfolio to reduce energy costs, improve energy resilience, and lower carbon emissions.
As part of this program, the City requires the supply and installation of nine new solar photovoltaic systems (SPVS) and one battery energy storage system (BESS) at selected City facilities.
The purpose of this contract is to procure a complete, end‑to‑end solution that delivers fully operational, grid‑connected solar PV and BESS installations.
The contractor is required to design, engineer, supply, install, commission, and provide training for all systems specified in the B01A – Scope of Works & Technical Specification, as well as deliver performance guarantees and first‑year maintenance. All works must comply with the B01 – General Specification and B01A – Scope of Works & Technical Specification, and all applicable Australian Standards, regulatory requirements, and network operator conditions.
The required outcome is the delivery of reliable, safe, and high‑performing renewable‑energy systems that meet the City’s technical, operational, and sustainability objectives within the agreed timeframe.
The Specifications are to be read in the context they are written and will be the basis upon which the Contractor is to achieve an acceptable standard and level of service.
The proposed Contract shall be in force for a period of one (1) year from the date of contract award, with a Principal instigated option to extend up to twelve (12) months; the Contract is expected to commence in July 2026.

Mandatory Site Briefing:
Attendance at this meeting is mandatory.
Failure to attend this briefing will render the Tenderer ineligible to submit a Tender.
Tenderers are required to attend a Tender briefing on:
Tuesday 26 May 2026 from 11:30am to 12:30pm (AWST).
The location of the meeting is at:
City of Cockburn Operations Centre (Training Room) 52 Wellard Street, Bibra Lake WA
The briefing will provide Tenderers with the opportunity to clarify any uncertainties with the Principal prior to the closing of the Tender. Site inspection dates will be advised at this briefing.
