17900-E-70012 HV Installation, Testing and Commissioning - Kwinana Gas Power Generation 2 Project

⁠⁠⁠The scope of work comprises the provision of high voltage (HV) installation, testing and commissioning services for the Kwinana Swift Power Project Expansion (K2). The subcontractor shall provide all labour, supervision, plant, equipment, materials, tooling and engineering support required to execute the works in accordance with project requirements. 

The works include installation and termination of 11kV and 132kV cables, construction support for HV infrastructure including switchyard components, associated electrical systems, and completion of all pre-commissioning and commissioning activities. This includes inspection, testing and validation of HV equipment, protection systems, transformers, switchgear, control systems and interfaces across the power station and switchyard facilities. 

The subcontractor shall also provide commissioning support including development of ITPs/ITRs, functional testing, energisation support, performance testing assistance and provision of suitably qualified HV personnel to manage and operate the HV network during energisation  and commissioning activities.  Specific scope requirements will be communicated to suitable subcontractors via an Invitation to Tender.

Specifications and Standards: 

All works shall be executed in accordance with: 

• Applicable Australian Standards and Australian/New Zealand Standards (AS / AS/NZS) 

• Relevant electrical codes, statutory regulations and Western Australian legislative requirements 

• Electricity Regulations and applicable network operator (e.g. Western Power) requirements 

• Project specifications 

Additionally, subcontractor must: 

• Prepare and utilise approved Inspection and Test Plans (ITPs), Inspection Test Reports (ITRs) and commissioning procedures 

• Ensure all testing equipment is NATA calibrated (or equivalent) 

All testing, installation and commissioning activities shall be undertaken in accordance with good industry practice and in compliance with all applicable standards, codes and regulatory approvals
