Expressions of Interest are invited from members of the Transport for NSW Technical Services Registration Scheme to carry out Concept Design and Environmental Assessment services.

The Mandatory Requirements of this tender are as follows:

Full acceptance of the Terms and Conditions of the Professional Services Contract – Level 3 (Construction Industry).

Attendance at the EOI pre-tender meeting is mandatory to submit a conforming Application. The EOI pre-tender Briefing will be held at 10am on Friday, 24 October 2025 via Microsoft Teams.

Participation in the EOI process is open to all companies (or combination of companies) registered in all of the following categories of TfNSW’s Technical Services Registration Scheme (SCM8661) at the time of the EOI release:

a) Complex Road Design

b) Complex Bridge Design

c) Environmental Impact Assessment Project Review of Environmental Factors (REF).

Please note that companies may not form more than one joint venture. Companies must provide evidence of membership.

Prospective tenderers will need to complete, sign and return the confidentiality deed (attached) (in accordance with the instructions in that deed) prior to being given the EOI pre-tender Briefing invite and password to access the Request for EOI documents. Confidentiality Deed Polls must be returned no later than 4pm, Thursday 23 October 2025.

The Confidentiality deed is to be signed under Section 127 or under Section 126 which requires submitted evidence of the nominated signatory having been granted authority by the company to execute the contract on the company's behalf.
