Tender Description
Albury City Council (Council) invites environmental consultants and accredited assessors under the Biodiversity Assessment Method (BAM) to submit a Quote for the provision of professional services to Council upon the conditions detailed in this RFQ. This Quote is conducted in accordance with the requirements of Council’s Social and Sustainable Procurement Policy.
The Contract is a lump sum. The Contract is not subject to rise and fall provisions.
This contract will be governed by the conditions of Contract for Supply of Professional Services.
The term ‘NSW Department’ used throughout this report refers to the NSW Department of Climate Change, Energy, the Environment and Water and any of its former naming variations.
The term ‘Federal Department’ used throughout this report refers to the Commonwealth Department of Climate Change, Energy, the Environment and Water and any of its former naming variations.
Project scope
Part 1: Preparation of a PMMP
The completion of a PMMP must be undertaken by a suitably qualified ecologist in accordance with Condition 4 and 5 of the EPBC 2020/8804 approval and include:
• A description of the measures and timeframes that will be implemented for:
• Minimising the impacts of the Action on retained BGW and habitat for Sloane’s Froglet and Regent Honeyeater within the subject land as described in the BDAR
• Mitigating potential risks from feral pests, weeds and pathogens including reference to the threat abatement plan for chytrid fungus and threat abatement plan for Phytophthora cinnamomic, and;
• Progressively rehabilitating and revegetating temporary disturbance areas using suitable best practice restoration techniques.
• Reporting and review mechanisms to demonstrate compliance with these measures, and;
• Details of who would be responsible for monitoring, reviewing and implementing the plan.
Part 2: Options analysis and advice on biodiversity credit retirement / offset options
This part will be completed with the following activities:
• Recommend a pathway to compensate for the residual significant impacts to BGW, Sloane’s Froglet and Regent Honeyeater as a result of the Action, noting that Council must retire under NSW legislation (if a pathway under the bilateral agreement is recommended) at least:
• 87 biodiversity credits for BGW,
• 90 biodiversity credits for Sloane’s Froglet, and
• 25 biodiversity credits for Regent Honeyeater.
