City of Newcastle (CN) is inviting Expressions of Interest (EOI) from an appropriate Investor / Operator who will redevelop Queens Wharf West and then manage and maintain the building as a diverse mixed-use precinct that is a destination attraction for Newcastle. CN is seeking an Investor / Operator to take responsibility for the design, approvals, financing, construction, commissioning, operation and maintenance of the Project. This process will occur in two-stages: the current EOI stage and a subsequent Request For Proposal (RFP) stage.
Stage 1 is seeking EOIs from interested parties that have the vision, experience, capability and capacity to deliver the Project, meet CN’s objectives and respond to the feedback from the community. The EOI process offers the opportunity for parties to submit an EOI and, if selected, progress to the RFP stage, with the desired outcome being to enable CN to identify a preferred proponent with whom to enter into negotiations for a Project Delivery Agreement.
Persons willing to fulfil the requirements of the EOI are invited to submit a response to the Council by the deadline, 4:00pm on Friday 7 November 2025. Responsibility for lodgement of completed EOI documents by the deadline lies solely with the Respondent.
