Tender Description

This Tender is invited by the Issuer.

The Australian Digital Health Agency (the Agency) is seeking responses from Australian organisations with proven capabilities in modern software engineering and API development to support the delivery of national digital health solutions.

With support from the appointed Contractor, the agency will bring together multiple internal API development groups spanning several divisional boundaries. The Contractor, Agency and its Other Contractors will operate a unified engineering competency, comprising contemporary methodologies and structured processes spanning API design, development, maintenance and operations, with the appropriate governance and compliance measures to support high-quality digital health services.

The Agency’s approach to delivering this outcome is to:

  1. Understand the current-state governance, processes and tools currently used for API development to validate their suitability, quality and integrity. Today, APIs are largely developed, operated and maintained by the Agency’s API Gateway Contractor.
  2. Leverage the acquired understanding of the current-state environment to test the as-is API development processes, tools and methods to ensure accuracy, and identify any improvements required.
  3. Effectively plan for and execute the Agency’s progressive in-sourcing of API development, transitioning from Contractor-led to an Agency-led development model.
  4. Collaborate widely across the Agency to define, agree and establish the improved governance, processes, methodologies and tools that together form the backbone of the Agency’s API engineering competency and internal service offerings.
  5. Ensure that all relevant Agency personnel, together with Other Contractors, are equipped with the knowledge and skills required to effectively participate in, support and operate the end-to-end API delivery and operations lifecycle.
  6. Establish an operating framework and workforce, based on the API forward roadmap, capable of confidently delivering the planned pipeline of API-based digital services. This outcome will ensure cross-divisional and Other Contractor API development is seamless, and performed under uniform governance, processes and tools.
  7. Embed continuous monitoring and improvement into the API development and operations lifecycle, including establishing contemporary analysis and reporting for the purposes of performance benchmarking, development velocity analysis, code quality, process improvement, cost optimisation and peer/industry comparisons.
  8. Increase automation wherever possible to the extent that it improves service agility, security and quality, or optimises costs.
  9. Establish a single central repository for API development standards, guidelines and processes that are simple for stakeholders and developers to consume and maintain.
  10. Tightly integrate and align the Agency’s API design and development capability with services provided by Other Contractors such as for API maintenance and operations.
