Aboriginal Cultural Heritage Information System - Request for Information

⁠⁠⁠Request for Information regarding the Aboriginal Cultural Heritage Information System (ACHIS) is a whole-of-government ICT initiative to replace and modernise the existing platform.

Project goals

This Request for Information (RFI) is an information gathering process in which the Department seeks to collect information and opinions from technology providers with experience in cultural heritage systems, or similar systems, to inform a proposed tender opportunity for a replacement Aboriginal Cultural Heritage Information System for NSW.

The Department intends to co-develop ACHIS with the NSW Aboriginal Community to implement a modern cultural heritage information system that strengthens the collection, protection, management and appropriate use of Aboriginal Cultural Heritage information, supporting Aboriginal custodianship, Indigenous Cultural Intellectual Property and better heritage outcomes through culturally appropriate data management, access and governance.

This RFI and the responses provided may be used to inform a procurement process.

Scope

Respondents are invited the address the following questions:

1. Describe your organisation's experience delivering cultural heritage information systems, knowledge management platforms, or other comparable systerms involving sensitive information, complex access controls or community-led governance requirements. Include bespoke cultural access protocols and associated cyber protections to support Aboriginal Knowledge management requirements. Include any details of progress and alternative technologies e.g. LIDAR, Graph etc.
2. Have you implemented any systems similar to ACHIS or related cultural heritage, land, environmental records or knowledge platforms?
3. What delivery models, implementation approaches and technical architectures have you found most effective for systems of this nature, particularly where culturally appropriate access, security, integration and mobile capability are important?
4. Based on your experience, what key considerations, risks or market insights should the Department take into account when shaping any future procurement approach for ACHIS?
5. In your response provide details of the name of your organisation, location, number of employees and years in operation.
6. Is your organisation a registered Aboriginal-Owned Supplier on buy.nsw Supplier Hub? Please discuss how your organisation aligns with the Aboriginal Procurement Policy?
7. Is your organisation registered on the ICT Services Scheme SCM0020? If yes, provide details.

The Department views this RFI as an opportunity for technology providers to contribute information based on their knowledge and experience.
