City of Melbourne invites Expressions of Interest (EOI) from individual organisations, or collaborative groups operating across the specialist homelessness services and community health sectors to deliver the Safe Space Program.

In the case of a group submission, a lead organisation must be formally designated to serve as the principal point of contact and to assume overarching responsibility for the coordination and delivery of the proposed initiative.

The Expression of Interest is the first of a two-stage process to obtain a suitable supplier to undertake the proposed services under a formal agreement with Council. The experience and capability of Registrants lodging an Expression of Interest will be evaluated strictly on the criteria stated within this document.

Organisations that are successful in the Expression of Interest evaluation procedure will be short-listed and proceed to the second stage of the process by being invited to respond to a Select tender.

The proposed service is scheduled to commence in early 2026.

This contract will be informed by our commitment to collaboration, innovation, and continuous improvement in service delivery.
